CCP New Exit Rules Mark Isolation Peak

The CCP today issued new entry-exit management

regulations

, which many people regard as a new climax of closing the country.

The new entry-exit management regulations stipulate that Chinese citizens who violate regulations on technology import and export and are determined to potentially endanger national industrial or technological security may be prohibited from leaving the country.

According to the regulations, Chinese citizens who commit illegal and criminal acts that endanger national security or interests while abroad may be prohibited from leaving the country for six months to three years upon returning.

My personal understanding is that if you have criticized the CCP while abroad, you may be regarded as “committing illegal and criminal acts that endanger national security or interests,” and after returning, you may not be able to leave again.

In addition, if foreigners applying for a Chinese visa abroad or applying for entry at the border submit false materials or make false statements, they may be prohibited from entering the country for one to five years.

The regulations also prohibit overseas enterprises and institutions from providing exit-entry intermediary services within China.

The new regulations will take effect starting from September 15 this year.

During the CCP’s review in March this year of whether Meta’s $2 billion acquisition of the artificial intelligence (AI) startup Manus violated investment regulations, it prohibited the two co-founders of Manus from leaving the country. At the end of April, China further ordered Meta to revoke the acquisition, showing that Beijing is strengthening prevention against Chinese AI talent and intellectual property flowing to American companies.

Some people say that this is essentially a dual “lockdown” in physical and class terms.

This new regulation formally institutionalizes what has already been implemented over the past few years: passports becoming increasingly difficult to obtain, public officials, teachers, doctors, and scientific and technological talents handing in their passports, border persuasion to return, and disguised exit bans on specific groups. Now it directly gives the immigration bureau the power to “remind or even dissuade,” choking off civilian channels for going abroad altogether.

While the capital of the powerful and the assets of the system have long completed global layout and safe transfer, the people left inside the wall, in the eyes of the vested interest groups, are nothing more than living consumables for the grand narrative, organ donors that can be taken at any time, and cattle and horses driven by the Zhao family at will.

If this group is allowed to drain away, who will maintain the operation of this huge machine? Who will continue to be their slaves?

“Facing the depletion of foreign exchange, economic blood loss, and an unprecedented crisis of rule, they can no longer sit still. The so-called ‘exit security risk prevention’ is not about preventing dangers from the external environment at all, but about the crisis of foreign exchange depletion within the system and the shaking of the bottom basic disk, preventing ordinary people from awakening in desperation and voting with their feet by collectively fleeing.

“Welding the gates shut step by step, cutting off all civilian channels for going abroad outside the system, letting the bottom people suffocate in a desperate situation with no way out. They close the door in order to squeeze without any scruples, letting the 1.4 billion people completely lose the right to choose, and become living sacrifices to be slaughtered at will.

As long as the pretext of endangering national security and national interests is used, the parties can be prohibited from going abroad without being informed.

In addition to the crime of picking quarrels and provoking trouble, there are more pocket crimes in aspects such as endangering national security and interests.

As long as you say words criticizing the authorities inside the wall, if the authorities believe that you may criticize the officialdom after going abroad, they can prohibit you from leaving, and you have no idea that you have been banned.
