Hong Kong Quietly Becomes Iran’s Vital Sanctions-Busting Hub

New Report Exposes How Hong Kong Fuels Tehran’s Oil Trade, Weapons, and Repression

A hard-hitting report released on Monday, May 11, by the Committee for Freedom in Hong Kong Foundation (CFHK) has laid bare how the city has become a major enabler of the Iranian regime, helping it dodge international sanctions, launder oil revenues, supply weapons components, and bolster domestic surveillance.

Titled “Oil, Arms, and Cash: How Hong Kong Fuels the Iranian Regime,” the document details Hong Kong entities’ central role in sustaining Tehran’s destabilizing activities.

Iranian Oil Revenue and Cash Flows

Since 2020, at least 95 Hong Kong-based entities have been sanctioned by the U.S. Treasury’s Office of Foreign Assets Control (OFAC) for assisting Iran’s petroleum trade and sanctions evasion.

In July 2025, OFAC sanctioned 17 Hong Kong companies in a single day, identifying them as part of an Iranian shadow banking network for illicit oil deals. In September 2025, another network involving multiple Hong Kong shell companies was hit for laundering over $100 million in cryptocurrency tied to Iranian oil income — funds partly used to finance Hezbollah and other Iranian-backed militant groups.

The U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) estimated that $4.8 billion in Iranian shadow banking transactions flowed through Hong Kong-linked accounts in 2024 alone.

In April 2026, OFAC sanctioned a shadow fleet of tankers supplying Iran, including vessels directly registered in Hong Kong. Hong Kong-owned ships have transported sanctioned Iranian oil, much of it sold on to China, while local banks have handled the laundering of related proceeds.

Weapons, Military, and Nuclear Technology

Hong Kong has functioned as a critical transshipment hub for dual-use electronics, drone engines, missile guidance parts, and centrifuge equipment essential to Iran’s weapons programs.

U.S. criminal indictments and Treasury sanctions documents identify multiple Hong Kong-based procurement networks supplying Iran’s Ministry of Defense (MODAFL) and its subsidiaries responsible for drone production, radar and fire-control systems, and solid-fuel ballistic missiles.

Evidence recovered from battlefields in Ukraine and the Middle East shows Western-manufactured components routed through Hong Kong appearing in Iranian Shahed and Mohajer drones used in those conflicts.

Surveillance Technology and Repression

The report highlights how Hong Kong has facilitated the transfer of Chinese surveillance technology to Iran for use against its own population.

Huawei Technologies used its Hong Kong-registered subsidiary, Skycom Tech Co Ltd, to supply telecommunications and monitoring equipment to Iran. In 2020, the U.S. Department of Justice charged Huawei with using this equipment to help the Iranian government “monitor, identify, and detain” protesters.

A broader ecosystem of Chinese surveillance suppliers — including ZTE, Hikvision, and Dahua — have listed on the Hong Kong Stock Exchange or connected through stock links. These firms have provided Iran with cameras, facial recognition systems, internet filtering tools, and deep packet inspection infrastructure.

Major Hong Kong-based banks, particularly British-headquartered HSBC and Standard Chartered, have paid billions of dollars in fines for violating prohibitions on doing business with Iran.

Call for Action

Mark Clifford, Chairman of the CFHK Foundation, stated: “Hong Kong-managed vessels ship sanctioned Iranian oil, Hong Kong banks launder the proceeds, and Hong Kong traders supply critical components for the drones and missiles that are killing people in Ukraine and the Middle East.”

He added that the Iranian regime is one of the world’s most brutal and lethal, and it is time to end Hong Kong’s role in funding and assisting it.
