BeiDou Navigation System: Free for Iran & North Korea, But Pushed Chinese Truck Driver to Death

Hello, everyone, welcome to “Inconvenient Truths”. I am your host Jennifer Zeng.  

A while ago, right before the U.S. and Iran were going to hold indirect talks on April 6, the CCP and Iran signed a 25-year Comprehensive Strategic Cooperation Agreement. According to the agreement, China will provide its BeiDou Navigation Satellite System to Iran to enhance Iran's combat capabilities. Today I’d like to discuss a little bit of the agreement, and what this BeiDou Navigation Satellite System, or Beidou system, means for the US and the world.

The China-Iran Comprehensive Strategic Cooperation Agreement includes three main aspects:

  1. The CCP will invest $400 billion in Iran for energy and infrastructure construction.

  2.  Oil and trade transactions between China and Iran will be settled in Renminbi; and 

  3. Iran will install the CCP's Beidou system for its missiles. 

Among the three items, the Renminbi settlement and the Beidou System have caused the most concerns.

Settlement in Renminbi Can Bypass U.S. Sanctions on Iran

 

Under the U.S. sanctions against Iran, countries are prohibited from conducting oil transactions with Iran, and if the U.S. dollar is used in such transactions, the relevant banks will be subject to U.S. secondary sanctions, all financial ties with the U.S. will be severed, and all business and assets will be frozen. 

In addition, the U.S. will pressure the Society for Worldwide Interbank Financial Telecommunication (SWIFT) to cut its telecommunication ties with Iran.

However, if Renminbi is used to settle oil trade between the CCP and Iran, the CCP will help Iran to get rid of the restrictions of using US dollars, thus largely bypassing the US sanctions. 

Currently South Korea is still holding $7 billion of Iranian oil money under US sanctions over its nuclear program. This has put great pressure on Iran's economy, to the point that Iran is even unable to buy the CCP virus vaccine.

So from this, we can see how eager Iran could be to be able to get rid of the restrictions of having to use US dollars. 

From the CCPs perspective, China is the world's largest importer of crude oil. If oil purchases must be settled in U.S. dollars, the CCP must pay huge fees in order to convert Renminbi yuan into U.S. dollars.

According to statistics, China's daily settlement volume through SWIFT is between $200 billion and $300 billion, and the handling fee alone costs the CCP $7.3 billion to $10.9 billion per year. Therefore, using Renminbi for settlement saves the CCP a lot of dollars for itself.

The Beidou System Will Enhance Iran's Combat Power and Become a Nightmare for the World

 

From the military point of view, an advanced navigation system is the fundamental guarantee for missiles to hit the target. It is believed that although Iran lacks an effective navigation system, it has never dared to use U.S. and EU navigation systems because the navigation signal may be cut off in the event of a Western-led military conflict.

However, the installation of the Beidou System on Iranian missiles will improve their targeting accuracy to a certain extent, and pose a threat to the U.S. aircraft carrier fleet in the Persian Gulf.

Beidou System is one of the four core providers of global satellite navigation systems recognized by the International Committee on Global Navigation Satellite Systems (ICG), established in 2005 under the umbrella of the United Nations. The other three suppliers are the U.S. Global Positioning System (GPS), the Russian Global Navigation System (GLONASS), and the European Union's Global Satellite Navigation System Galileo.

We all know that the US GPS played an important role in the Gulf War against Iraq. (show P2) This war was very different from the traditional war that people knew of before. With GPS's positioning and navigation capabilities, the U.S. military was able to achieve a very high hit rate for precision-guided weapons to reach their targets, avoiding injury to innocent people and greatly enhancing combat efficiency.

It was said that the CCP was greatly shocked by that war. So it spent 26 years, more than $12 billion and launched 55 satellites to finally establish its own navigation system: the Beidou system. 

The CCP regards the Beidou system as a great and powerful weapon. It is a global spy tool for all-weather, all-day, high-precision positioning, navigation and timing. It can be used in military, transportation, communication, urban surveillance and other fields.

It has 31 more satellites than the U.S. GPS. The coordinated operation of its space and earth network involves the coordinated scheduling and monitoring management of dozens of systems and tens of thousands of equipment sets.

Through the Beidou System, the CCP is able to put in place a vast system that can monitor the entire globe. 

To ensure the safe launch, successful orbiting and stable operation of the BeiDou satellite launch mission, the CCP has laid out ground radar, ground measurement and control stations, maritime measurement vessels and relay satellites on land, sea and sky to create a global coverage measurement and control network, providing online services for space measurement and control of BeiDou satellites at any time.

 According to some Chinese commentators, the Beidou System will become a nightmare for the world. 

Why?

The CCP is now actively promoting the Beidou System via its "One Belt, One Road" initiative. Among the 137 countries that signed up, more than 100 have the most frequent use of the Beidou System, most of them in Southeast Asia and Africa.

Then, more than 30 countries in the Middle East, Africa and other regions also use the Beidou System. 

 Now, since the CCP and Iran have signed the 25 year agreement, once Iran introduces the Beidou System, the power of its missile force will multiply. Many countries in the Middle East might also want to follow suit and cooperate with the CCP. 

And, after Iran has the Beidou System, the nightmare of the United States will begin. With increased navigation accuracy, Iran can use ballistic missiles to strike U.S. aircraft carriers, and the situation in the Middle East is likely to change.

Iran has developed and equipped a number of ballistic missiles. As recently as January this year, it tested missiles of various ranges. The missiles are capable of carrying a 650 kg (1400 pounds) warhead and have a range of about 2,000 km (1,200 miles).

With a range of 1,200 miles, the missiles can hit most countries in the Middle East, as well as the U.S. military bases in Iraq, Saudi Arabia and other places.

 North Korea Has Also Received Beidou System Training from the CCP

 Actually, not only Iran, North Korea has also received training from the CCP on the technology and applications of the Beidou System. 

 According to South Korea media Donga.com, as early as 2014, 19 experts from eight Asia-Pacific countries, including North Korea, had received training in China on the Beidou System.

The report said North Korea had learned satellite navigation technology in China and was likely to use it exclusively for military purposes, which was a further cause for concern in South Korea. 

The report said, in the first half of 2014, North Korean drones used the most basic GPS technology when they took pictures of Cheong Wa Dae , the official residence of the President of South Korea, and Baengnyeong Island in South Korea. 

 We all know what kind of a regime North Korea is. It is very likely that it will use the satellite navigation technology it learned from the CCP for military purposes. This would also be a nightmare for the world if the technology is used in long-range missiles or drones.

 CCP Charges Chinese People While Offers Free Service Outside of China

 Another strange thing is, while the CCP charges Chinese people for using the Beidou system, it promises free service outside of China.

 It says that the BeiDou satellite navigation system will provide both open services and authorized services to the world. The open services are the same as those currently provided by the GPS system, providing free positioning, speed measurement and timing services in the service area.

 However, inside China, the service is not free. Truck drivers in China are forced to use the Beidou system, and pay a 100 yuan( $15) training fee per month. 

They are also forced to spend 2700 yuan ($412) to install a Video Surveillance System that connects to the Beidou system inside their trucks. The Surveillance System will record all the movements of the trucks, including where they have been to, whether the truck drivers have followed the rules, and stopped to take a rest after 4 hours of continuous driving, etc. 

On April 5, truck driver Jin Deqiang was stopped at a checkpoint in Tangshan City, Hebei province in China. It was found that his Video Surveillance System had dropped off line and was not working. So his driving history was not recorded. As a result, he was given a fine of 2000 yuan ($305).

This driver became very upset. He could only earn 200-400 yuan per day, and had 3 children to raise, and altogether he had only 5000 yuan savings.

Before he killed himself, he wrote a suicide note, saying that he had been working for 10 years without earning much money. But his health was totally ruined, and he couldn’t live too much longer. How could he know that the Beidou System had gone offline as a truck driver? So he chose to kill himself in order to raise some awareness. He hoped that his death would make the leaders pay some attention to this matter. 

His death did cause quite a stir inside China. There are 30 million truck drivers in China. If all of them are forced to spend thousands to install and maintain the Beidou system, how much money can the CCP earn from them? And why should a truck driver be fined if the system went offline? People asked all sorts of questions, and also doubted the quality of the Beidou system.

The reason I am telling the story here is to ask the question and make everybody think: Why does the CCP offer free navigation service outside China while squeezing so much money from the Chinese truck drivers? If the truck drivers don’t install the system, they cannot pass their annual inspection.  

Changes in the U.S. Policy Toward Iran

 

Now, let’s talk a little bit about the changes in the US policy toward Iran.

 In July 2015, the five permanent members of the United Nations, including the United States and China, signed the Joint Comprehensive Plan of Action ( also known as the Iran nuclear deal or Iran deal) .

In May 2018, former U.S. President Trump withdrew from the deal after announcing that it is “defective at its core.” 

Trump said , “If we do nothing, we know exactly what will happen. In just a short period of time the world’s leading state sponsor of terror will be on the cusp of acquiring the world’s most dangerous weapon.”

The Trump Administration then imposed more than 1,600 sanctions on Iran, including an oil embargo and comprehensive economic sanctions.

 On April 6 this year, the new U.S. administration and Iran held indirect talks through European representatives in a "shuttle diplomacy" on the U.S.' return to the Iran nuclear deal. 

Although the U.S., Iran and Europe all called the talks "constructive," and the U.S. side said it did not expect an immediate breakthrough,  

the Iranian side, on the other hand, has taken a hard-line stance in the talks.

And what’s the reason behind that? It is highly possible because Iran had just signed the agreement with the CCP, and had the CCP’s support behind it. 

 So we can also say that the 25-year Comprehensive Strategic Cooperation Agreement between the CCP and Iran is a major blow to the Biden administration.

 A Chinese commentator, Li Yanming, said, "The public alliance between the CCP and Iran is a sign that the CCP will further contain U.S. military deployments in the Middle East through Iran, distracting U.S. control over the Indo-Pacific region and paving the way for its military expansion in the Taiwan Strait, the South China Sea and the world.”
